I would say take the first 5 levels ranger. Then take either two levels of druid or three of rogue. Scout and assassin would work well for your concept. I would say wield a longsword and shield, or a greatsword/axe as the horizon walker is about one powerful attack. If you weren't being melee, you could take a longbow and focus on that.
Horizon Walkers want to be using their bonus action every turn, meaning they make pretty good S&B or STRangers, fine archers (though they're better in melee) and pisspoor dual-wielders. Horizon Walkers are largely unchanged. I would still either play a midranged sharpshooting longbow build that teleports effortlessly out of melee range, or a skirmishing GWM melee Bamfing build. Neither are bad builds, but Tasha’s made the ranger chassis itself feel way better, so Horizon Walker would also be better. Hello, I recently started a Rogue/Ranger Horizon walker build. while everything may not translate perfectly I'll give my best advice. Paralyzing arrows is to unreliable to use and even if you try to build towards it with Enchantment DCs it won't make to much a difference at higher levels.
