You need a backpack, if you brought two weapons and one of them didnt make it in, the weapon that does make it in will be in your primary slot. Stow it, equip it again and it will be in your secondary slot. Then all you have to do is stow a weapon (from a bot or ground loot) and that weapon in your backpack will be the one that didnt make it in. Happened to me when my contraband stash was full and had a mission that gave a weapon completed. Most likely it's because you have 9/10 in contraband stash and completed 2 missions that give a weapon each.
