Haynes manual states it's fuse 29 for the cigarette lighter and it's a 20A (yellow) fuse. If that fuse has continuity then the problem lies elsewhere. The driver's side is fuse 9 in the Driver's Under-dash fuse box, that should be the third from the right slot, bottom row. The passenger's socket is fuse 9 in the Passenger's under-dash fuse box, that should be the far right one. both are 10 amp.
