The BCM will turn off the low beam lamp if it's not drawing enough current, hence the reason the CANBUS friendly units that draw more power or have built in load resistors to keep the BCM happy. The fog lamps and high beams are not monitored by the BCM, hence the reason for those working.

Remove the shift boot and insert a screwdriver into a specific slot and hit the light blue button inside. This worked and I rolled the car back enough to open the hood and jump it. I had left the drivers door open and I guess it doesn't let the modules shut down. I have no idea about how old the battery is but I'm going to have it replaced soon.
