Yes, it's an actual card, albeit a debit card. They send these out around tax time a lot, but honestly they aren't that bad in my opinion, that is if you don't already have a debit card. NetSpend offers $15-$25 credits for referring others to their service(s) and you don't incur a charge if you use a Wal-Mart ATM or MoneyCenter.
