There's a few locations I use, but it's worth noting Madness Ore is rarer than Amber. In the Solitude Sewers, the tree stump "chests" seem to always have Amber, in an amount between 1-3 so it's worth going there every once in a while if you're after Amber, as there's about 5-6 tree stumps I think, which always have some amount of Amber.I’ve found it a couple of times already in boss level dungeon chests.
