I know this is not something most players would encounter, but when I try to help my friends and clanmates with netracells after I finished my 5, I would still be happy not have my non-weekly rewards taken away.

I guess they allow players using this feature to be able to whisper because technicaly it would make no sense to disable whispering others as they can turn on/off this feature. They could turn off, flame whisper someone and then turn on. You technically need to complete Heart of Deimos as well, but this quest is a prerequisite for The New War. Once both quests are complete, simply open your inbox and read the message from Loid.
